Hello,
please provide a more detailed description of the actual error. Do you for example get an error in the SiteKiosk logfiles or is a plugin required for the webcam or did you use Run Once and/or Autostart mode etc.
There are no such thing as a general webcam setting you can turn on or off, so the problem you encounter can have multiple reasons.

Hi i am using the run once mode. There are no errors. Basically the webcam should automatically start when the user logs in ( this is the case when using IE) but from site kiosk Full screen mode it doesnt start

Hello,
so it is Run Once mode. But you did not answer any of the other questions. Is there an error in the SiteKiosk logs is a plugin required to run the webcam. Please take your time to answer these questions, otherwise we are not able to help you with your problem.

hi i dont think a plugin is required as the webcam automatically lanches when using IE. There are no errors logged

Hello, if you just think that no plugin is required then please check with someone who knows. If no errors are logged, this might be because a plugin is required an not loading.
Is your website accessible, if so, please post a link.
