Support Request: Not displaying layers on GIS map

Description

Our county panning department has 2 kiosks in the lobby for the public to look up codes and zoning. One of the features is a link (gis.co.santa-cruz.ca.us) to the GIS map system that allows you to zoom in and look at parcel information. On the map there is a button in the top left of the screen that says "Legend". When clicked, a menu scrolls from the left and gives you the option to place overlays on the map. The two lobby kiosks have this menu blank.

An interesting thing is that the test machine on my desk, with the same config, works.

An update. This morning I closed sitekiosk on both machines and attempted to view the GIS page and menu in IE 11. Both displayed correctly.

I tested this with your configuration file and could not replicate the issue at http://gis.co.santa-cruz.ca.us/publicgisweb. After clicking the legend button, the menu slides out fully populated with map options.

When you test this issue, is the menu completely blank white? What is the OS you are using? Is it the same OS on all machines? I found the page works in SiteKiosk in both the IE and Chrome options in SiteKiosk. Does the issue still occur if you switch to the Chrome option under >Basic >Start Page & Browser? Does this happen on every page with the Legend button or only certain ones? Is the OS fully updated? Does this work outside of SiteKiosk on the machine where you are having an issue? Is there a difference between Start Once and Autostart modes? Are you aware of any other differences between the machine that is working and the ones that are not?

Was resolved by switching to Chrome.

But to answer the questions (since I still don't know why it was behaving differently)

Menu was completely blank white
Win 10, same across all machines
Menu did work on kiosk machine while not in kiosk mode
Kiosk machines are M93p while my test box was a M710
