Support Request: Windows Scaling causing issues on locked user account

Description

When working on a windows 8.1 system the machine by default switched up to a 125% scaling for all user accounts.
This confuses SiteKiosk and when it launches in fullscreen mode it actually launches too small as windows has scaled the rest of the screen.

It looks like someone is watching a video in 720P on a 1080 screen without scaling.

Now I was able to resolve this on the Admin account and run the system as "Start Once"

The problem is I am unable to access the screen resolution right click menu on the locked user and there is no other way to make the adjustment.
The verbiage is "Make text and objects smaller or bigger" Default is set to 125% and it goes on a user by user basis.

To get the system automatic I need a way to make that adjustment...
